    My Personal Biography

Full-time resident of Carling Township on Deep Bay for over 25 years after being a cottager beforehand. Born in British Columbia and grew up in Etobicoke. Married with 3 daughters and 2 grandchildren.

Studied at several Canadian universities and have a diploma in Mechanical Engineering. Working background includes 14 years in Europe as an account manager and technical coordinator for a major international chemical supplier in the European automotive production industry; specializing in corrosion protection and painting processes. This experience challenged me to continuously improve my management, teamwork, and interpersonal skills within the many cultures and languages. During my time in Europe, I also pursued my passion as a Scuba Diving Instructor and was responsible for the European development of scuba diving instructors for the National Association of Underwater Instructors. I was honoured with the NAUI Outstanding Achievement Award. I have made many dives in Ontario and Georgian Bay.

Recently retired business owner with an office in Parry Sound and technical facility in the Carling Industrial Park specialized in the sales, distribution, installation, and marketing of industrial machines throughout North America since 2000 for a German Engineering company. This experience has taught me many other skills such preparation of annual financial statements, account balances and budgets, and successfully achieving sales goals, and continuous financial stability.

Have been politically active for many years within two community ratepayer associations as president and director, chaired the preparation of the Deep Bay Watershed Lake Plan which is now included in the Carling Township Official Plan, continuously attended many Council meetings, and made contributions and deputations for Council review over the years.

As Mayor it is important to provide strong leadership and clear directions for our council, the Carling Township administrative team, and decisive diplomatic support for our township within the Parry Sound area community. My various experiences in businesses, sports clubs, rate-payer associations, community and Shriner fund- raising activities, with a high respect for environmental stewardship programs, and having raised wonderful children with the loving support of my wife, I am convinced of my utmost suitability to be an effective Mayor for Carling Township.

    Platform

    •  Reduce Township Expenses while Maintaining Infrastructure Needs
    •  Streamline Administrative Processes such as Permits & Approvals
    •  Support Carling Residents Healthy Dialogue, Proposals & Requests

    Vision Statement

As Mayor I will be devoted to continuing the work of protecting and preserving the natural environment and waters of Carling Township. I will be committed to maintaining and improving the infrastructures within our community, the quality and lifestyle of our residents, the livelihood of our businesses, and enhancing the healthy enjoyment of our daily lives with modest well planned growth opportunities. I will stand strong for Carling and our community in all our dealings and decisions while solidly maintaining financial stability.

My connection to Carling goes back generations. My wife and I live on Remy Bay Road, on a property my grandparents built in the 1950s. I was a seasonal resident for many years before my wife and I made Carling our full-time home more than six years ago. Carling is where my family’s roots lie, and it is the place I am proud to call home.

Throughout my life, I have worked to build consensus and strengthen communities.

My journey began at the University of Guelph, where I earned a BSc in Fisheries Biology. From there, I spent more than 20 years as a business owner and primary agricultural producer, and 17 years with provincial agricultural organizations as a project manager, policy analyst, and educator. My career taught me to budget with discipline, communicate clearly, and lead by listening.

I have always believed that being part of a community means giving back. I currently have the honour of serving as Chair of the Parry Sound Industrial Park Board, as a board member and Treasurer of Harvest Share Food Bank, and as a volunteer trainer with Workplace Health and Prevention Services. I have also helped remove invasive Phragmites plants from Franklin Island for the past 3 summers and am a member of the Carling Trail Blazers Snowmobile Club.

This commitment to service led me to run for Council in 2022.

Since then, I have earned a reputation as a fiscal watchdog, working to ensure that Carling’s tax increases have stayed close to the rate of inflation and helping oversee important projects alongside my Council colleagues.

Four years on Council have taught me how to work with the province and stand up for Carling. I understand the laws and processes that govern municipalities and how to use them to protect Carling’s interests. As Mayor, I will defend our local voice and make sure it is heard at the provincial level.

As Carling prepares to elect its next Mayor, I am running because I know this community, understand the job, and am ready to lead. I want to protect what makes Carling special while planning responsibly for its future. That means respecting taxpayers, protecting our natural environment, and preserving the character and way of life that make Carling home.

My experience is diverse, but my approach is straightforward:

Listen carefully, know the facts, respect taxpayers, work with people.

And when a problem needs solving, get to work.

My answers for the ratepayer associations’ all-candidates meeting

I want to be candid with ratepayers. Every number below is one I have already published, with its source, at davewelling.ca.

    Where things stand

    • Your voice has been taken from you. Meetings you can’t speak at. Minutes that record no dissent unless a member asks for it, by the Township’s own Procedure By-law. Recordings gone in 30 days.
    • Council and Mayor, neutered. A Council that sees no financial statements during the year, and a Mayor who abstains rather than leads. Staff bring finished recommendations; Council waves them through.
    • Overtaxed, over-processed, presumed guilty. 20.8% left over on our own operations every year, by design. Planning that drags and costs too much. And under AMPS, you must now prove you’re innocent — not the Township prove you’re guilty.

    Why I am running

    • 01 It started with floating cottages. Ratepayers raised it, and got “not our jurisdiction.” No answer is still an answer.
    • 02 Then AMPS. They thought ratepayers would cave. We didn’t. They blinked. A win worth building on.
    • 03 Then I kept reading. A month in the agendas, minutes and by-laws turned up bigger problems than the one that started it.

I hate injustice. It’s why I’ve mentored gang-involved and at-risk youth, and why I co-founded Omacan, a registered Canadian charity for street children in the Masaka region of Uganda. One person, being open and rallying others, can change what a system does to people.

    My background

40 years in the fast-paced technology industry — as a leader, an executive always answering to shareholders and boards, and now a business development consultant to CEO’s in the industry on change and transformation. Today I mentor founders as a senior consultant to the Toronto Business Development Centre and to the City of Brampton’s BHive incubator for companies founded by new immigrants. That’s the same discipline I bring to the Mayor’s seat: 40 years of answering monthly and quarterly to stakeholders, and knowing the numbers!

    How I volunteer in Carling

I co-founded Omacan, a Canadian charity right here from Carling, one of Canada’s smallest authorized for international development, serving street children and the extreme poor of Uganda’s Masaka region.

    My promise

I promise you: by the end of my term —

    • One Carling taxpayer — not seasonal, not local — services restored, for all according to the needs.
    • Dumps open year-round, 7 days/week, 8 hrs/day — hours that work for you.
    • Repair or replace any public water-access infrastructure not up to Township standards in the AMP, expand Marine 911, parking that works.
    • Tax relief for any funds over-collected for no stated purpose.
    • End the COVID-19 lockdowns: put Public back in Council meetings, in person again. Preserve a verbatim record and post it to YouTube, forever.
    • Council and Mayor’s powers put back with Council and the Mayor — cleaning up our bad executive governance.
    • Put Community back in Community Centre, like reopening the Carling Market.

And if I don’t deliver, fire me for good in the next election. Help me now by electing new councillors, too — the ones who made this mess can’t be the ones who fix it. And don’t even get me started on the pool.
